Designing Traceability into Public-Source Research Workflows for Transparency

When I started building SecurityCooperation.org, I faced a clear challenge: how to make public-source defense and policy content not just accessible, but verifiable and transparent. In public-source research, trust is everything. Readers don’t just want to consume information—they want to check it, follow it back to its origins, and see how it changes over time. That need shaped every design decision I made early on.


This post explains how I built traceability into the platform from the ground up. I’ll cover why traceability mattered more than flashy features, why I chose an event-based model as the core organizing unit, and how evidence linking works to connect every claim back to public sources. My goal is to share practical insights for anyone interested in building or improving public-source research workflows that prioritize transparency and reproducibility.



Why Traceability Came First


Public-source research depends on trust. Without clear ways to verify claims, readers quickly lose confidence. Early in the project, I realized that adding features like fancy visualizations or complex analytics wouldn’t matter if users couldn’t trace information back to its source.


I wanted readers to do more than just read summaries or briefs. They needed to:


  • Verify claims by following evidence links to original public sources.

  • Understand how information evolved over time through revision history.

  • Feel confident that the platform was not hiding or altering data.


This meant building a system where traceability was the foundation, not an afterthought. Every piece of information had to be anchored in public, accessible evidence. That approach supports transparency and allows anyone to audit the research process.



Events as the Core Unit of Record


To organize information effectively, I chose an event-centric model. Each event represents a discrete occurrence or development relevant to defense and policy topics. This choice was deliberate for several reasons:


  • Stability: Events are relatively stable units. They don’t change arbitrarily, unlike some narrative summaries or opinions.

  • Comparability: Events can be compared over time or across different contexts.

  • Queryability: Structuring data around events makes it easier to search, filter, and analyze.


An event page serves as a self-contained record that a reader can understand quickly. The design goal was that anyone should be able to grasp the essentials of an event in under 60 seconds. That means the page must clearly show:


  • What happened

  • When and where it happened

  • Who was involved

  • Why it matters

  • Links to supporting evidence


This approach keeps the platform focused on facts and verifiable details rather than interpretation or speculation.



Defining Evidence Linking


At the heart of traceability is evidence linking. In SecurityCooperation.org, “evidence” means any public source that supports a claim or data point. This includes:


  • Official government reports

  • News articles from reputable outlets

  • Public statements or press releases

  • Open data sets and databases


The key rule is simple but strict: every summary, claim, or extracted field must point back to at least one public source. This rule ensures that nothing in the platform exists without a clear, verifiable origin.


For example, if an event summary states that a country signed a new defense agreement on a specific date, that statement must link to the original announcement or a credible news report. If a data field records the number of troops involved, it must cite a source that provides that figure.


This linking happens at multiple levels:


  • Inline citations within summaries or descriptions

  • Dedicated evidence sections listing all sources for an event

  • Metadata fields that connect structured data points to their sources


By enforcing this rigor, the platform supports transparency and allows users to audit every claim.

Making Changes Visible with Revision History


Traceability isn’t just about linking claims to sources. It’s also about showing how information changes over time. Public-source data evolves as new reports emerge or corrections are made.


To handle this, I built a revision history feature for every event page. This history records:


  • What changed in each update

  • When the change happened

  • Who made the change (in this case, myself as the platform maintainer)

  • Links to new or updated evidence


This transparency lets readers see the evolution of an event’s record. If a figure was corrected or a new source added, users can track that change rather than wondering if the platform silently altered information.


Revision history also supports reproducibility. Researchers can cite a specific version of an event record, knowing exactly what data and sources were included at that time.



Practical Benefits of Traceability Design


This design approach has several practical benefits:


  • Builds trust with readers who can verify claims independently.

  • Supports reproducible research by preserving evidence and changes.

  • Improves data quality by requiring sources for every claim.

  • Enables efficient updates by tracking revisions clearly.

  • Facilitates collaboration since contributors can see the full history and evidence.


For example, when a new defense policy is announced, I create an event page with a summary and link every claim to official statements or news reports. If later a correction is issued, I update the event and add a revision note explaining the change with links to the updated sources.

Designing traceability into SecurityCooperation.org was not just a technical choice but a commitment to transparency and accountability. By focusing on events as stable units and linking every claim to public evidence, the platform supports a research workflow that anyone can follow, verify, and trust.


If you work with public-source research, consider how traceability can strengthen your workflows. Start by asking: Can readers easily find the original sources? Can they see how information changed? Building these features early makes your work more credible and useful.
